En este Consejo no figuran Nicolau d'Olwer ni Marcelino Domingo, por estar aún en Francia. Que el acierto guíe, hemos de desear todos los españoles, la labor de estos hombres elevados por la voluntad del pueblo a las magistraturas más altas de la nación, a fin de que España ocupe un preeminente lugar en el concierto de los estados civilizados y merezca la consideración de un pueblo libre".
